Maryland Building Energy Performance Standards
For most buildings 35,000 sq. ft. and larger (excluding parking), building owners must benchmark energy use in ENERGY STAR® Portfolio Manager and submit annual reports to the Maryland Department of the Environment (MDE).

BEPS Compliance 15-Year Timeline
June 1, 2025
Annual benchmarking reporting begins for covered buildings.
June 1, 2026
Benchmarking data for calendar year 2025 due; first year of required third-party verification.
2030-2034
First interim period of performance standards begins (net direct GHG emissions reductions).
2035-2039
Second interim period of performance standards.
2040 and beyond
Final standard: net-zero direct GHG emissions required for covered buildings.

Maryland BEPS Frequently Asked Questions
Does Maryland BEPS apply to my building?
BEPS generally applies to buildings 35,000 sq. ft. or larger (excluding parking). If multiple connected buildings share a site, total square footage may still qualify. We can confirm coverage and reporting status for you.
I missed the 2025 benchmarking deadline. What now?
MDE has begun issuing delinquency notices to late or incomplete filers. However, you can still assemble your data, benchmark in ENERGY STAR® Portfolio Manager, and correct/submit after the deadline has passed.
What data do I have to submit?
Building characteristics (use type, square footage, occupancy) and 12 months of utility consumption (electric, gas, etc.). You enter the data in ENERGY STAR® Portfolio Manager and report to MDE (owner or authorized representative).
Is this a one-time submission?
No. Benchmarking and reporting are annual. Beginning 2025, Maryland’s standard BEPS reporting deadline is June 1 each year. This is an ongoing compliance program, not a single upload.
Will this force me to upgrade equipment?
If performance is below Maryland’s requirements, you’ll be expected to improve efficiency and reduce on-site emissions over time (planning upgrades, controls optimization, electrification strategies, etc.). The program supports progress toward statewide climate targets. If improvements aren’t made, then the state will assess penalties to impose.
Do I have to get 12 months of bills from tenants?
